Pennsylvania state Sen. Daylin Leach of Montgomery County plans to sponsor two bills to legalize marijuana in 2013, according to a WFMZ report. Voters in two states -- Colorado and Washington -- approved new measures legalizing pot in the November general election. Is it time for the Keystone State to move in that direction?
